In Oregon, a proposal to change the zoning for a particular parcel requires an analysis of 20-year traffic conditions. The TPR requires that analysis and if developments are shown to cause traffic operations or other off-site conditions that degrade the transportation system, the development is require to mitigate its impact. The analysis involves: developing 20-year traffic forecast, calculating trip generation forecast for each development scenario, determining whether or not the change in zoning is significant, developing mitigation measures and fair-share contribution matrices.
